Under the terms of the Alliance-Imperial Treaty, the Galactic Empire was required to release it's territorial claims on hundreds of sectors. However, the same treaty prevented the Alliance of Free Planets from simply claiming all of them. Some sectors were deliberately left neutral at the request of their native governments; some were Allied Regions of the Galactic Empire - sovereign nation-states within the Empire's borders, permitted a small degree of autonomy - that were granted full sovereignty by the Treaty; other sectors were left neutral for political or strategic reasons, preventing the Alliance from gaining access to certain resources, or preventing the Empire from being in such close proximity to critical Alliance worlds. Some were left neutral as per a separate treaty with the Hutt Cartel, to ensure that the Hutts continued to have access to worlds where the Hutt Clans had traditionally (and still) had influence, while at the same time preventing any direct border between Hutt Space and Alliance Space.
